BANGALORE: The Bangalore Rural Zilla Panchayat has approved an outlay of Rs. 275.02 crores in its budget for 2005-06, presented by its President, C.D. Satyanarayana Gowda, here on Saturday. The budget has provided for a bigger grant of Rs. 53.24 crores with an emphasis on launching education, health and family welfare programmes. It has earmarked Rs. 114.99 crores for plan expenditure and Rs. 160.03 crores for non-plan expenditure. Under the plan expenditure, the Budget has given a grant of Rs. 41.99 crores to the zilla panchyat, Rs. 33.91 crores to taluk panchayats and Rs. 30.09 crores to gram panchayats. Under the non-plan expenditure, it has allocated Rs. 49.51 crores and Rs. 110.52 crores to zilla and taluk panchyats, respectively. The budget has set apart Rs. 10.53 crores for the implementation of programmes to improve education, including the Prime Minister's Gramodya Yojana, Akshara Dasoha, Sarva Shikshana Abhiyana, construction of school buildings, and programmes for disabled children. For development works and new programmes in the health and family welfare sector, the budget has earmarked Rs. 11.63 crores under the plan expenditure and Rs. 28.27 crores under non-plan expenditure. The budget was to have been presented on April 21. However, the zilla panchayat was forced to adjourn its budget meeting on that day for lack of quorum following a boycott by the members of the Janata Dal (Secular). On Saturday, there were not enough members to make the quorum initially. However, it got off by noon after the arrival of a few Opposition members.
