Unaccounted cash recovered

BANGALORE: The Lokayukta police on Saturday found 10 employees of the Commercial Tax Office at Seshadripuram here in possession of cash of Rs. 62,394 that was unaccounted for. The money has been seized.

Saturday being the last day for filing commercial tax returns, there was an unusual crowd on the office premises. There was a complaint to the Lokayukta that the officials harassed those who came to file the returns and demanded money.

The assessees were asked to come on Monday to file their returns with penalty, according to the Lokayukta Superintendent of Police, G. Ramesh.

The employees who possessed the money include two Additional Assistant Commissioners, one first division assistant (FDA), four second division assistants (SDAs), one typist, one bill collector, and an inspector.

Mr. Ramesh said R. Nagaraj, Additional Assistant Commissioner, who had Rs. 13,835, tried to throw away the money from a window.

Another accused tried to send the money away through a woman employee. But the Lokayukta police prevented them from doing so.

Shakuntala, an FDA, who had about Rs. 3,000 with her, said she had brought the money to get a bus pass.

She claimed she had informed this to an official concerned before entering the office premises. But the verification by the Lokayukta police did not corroborate this, Mr. Ramesh said.

The other Additional Assistant Commissioner, Shivalingaiah, was in possession of Rs. 14,824.

The SDA, K.V. Ravikumar, had Rs. 11,400 with him and the bill collector, T.S. Krishnappa Rs. 6,200.

The others, Umashankar, Venkatesh, Muniraju, (all SDAs), Kumaraswamy (typist) and Basavaraj (inspector), had a total cash of Rs. 13,155 with them.

A Government notification requires that all the employees of an office where there is financial transaction should declare the money in their possession, except that kept for snacks and beverages, to an authority before they begin work. The undeclared money is treated as bribe, according to the Lokayukta, N. Venkatachala, before whom the 10 employees were produced.

The employees could not explain to the Lokayukta police how they got the money.

They had not declared the amount either. Mr. Venkatchala asked the employees whether they needed to "pay" their higher-ups, but they kept mum.

He asked them to furnish statements about the amount unaccounted for.

"I will go through their statements and decide the future course of action," the Lokayukta said.
