Road contractor blames SCB for delay

HYDERABAD:
The contractor for the Hashmathpet road, A. Ravinder Reddy, has blamed the authorities of the Secunderabad Cantonment Board (SCB) for the delay in construction of a bridge over the culvert in the area.
In response to a news item published in these columns, Mr. Reddy claimed that the SCB had delayed handing over the site free from obstructions like telephone cables, water pipelines, etc.
Work was handed over to him on November 3, 2003 after tenders were called but finalisation and allotment of work by the SCB took another year.
Deviation from tender
Work was started at points that had no obstructions even while constantly trying to persuade SCB to initiate action.
It took three months to shift telephone cables and an electrical pole was shifted in February.
Since then, reinforcement and slab work was being done and 95 per cent work was completed under the supervision of the SCB engineer.
He denied having left work mid-way and said there was total deviation from the original tender schedule and drawings approved by authorities.
Value of work had also increased. The SCB had violated contract conditions and dues came to about Rs. 35 lakhs, he claimed.
