Finance Minister P. Chidambaram deserves appreciation for making two important changes in the Finance Bill 2005 restricting the withdrawal tax to the corporate sector and increasing the tax exemption limit for senior citizens and women. However, this will not have any impact on the middle class taxpayers who continue to pay tax on perquisites and are also deprived of any increase in the investment ceiling under Section 88 of the Income Tax Act.

Mr. Chidambaram has stuck to his guns on the Fringe Benefit Tax, and the only way out is a public interest litigation petition to curb the Government's right to tax expenditure. Congress Governments in the past have done this often.

While Mr. Chidambaram needs to be commended for amending the tax concessions, is it fair to deny citizens in the 60-65 age group the benefit of the increase in the tax exemption limit?
