Plea for including forest-dwellers in ST Bill

NEW DELHI: The Campaign for Survival and Dignity, a federation of forest community organisations from 10 States, has asked the Union Social Justice and Empowerment Ministry to ensure that all forest-dwellers, including the Scheduled Castes, were included in the Scheduled Tribes (Recognition of Rights) Bill, 2005.

The Scheduled Castes and other forest-dwelling communities were dropped in the final draft on the ground that the Union Tribal Affairs Ministry was not empowered enough to lay down rules for other communities.

"Since the Social Justice and Empowerment Ministry is the nodal Ministry for Scheduled Castes and other classes, it should ensure that these communities were also given recognition in the Bill or else it could come up with a new draft,'' Pradip Prabhu, convener of the Campaign, said.
