ZP members unhappy with officials' failure to implement water schemes

MANGALORE: An apparent gap between government assurance to provide all help to mitigate water scarcity in the districts, especially in rural areas, and the apathy of officials to translate this into action came to the fore at the 17th general meeting of the Dakshina Kannada Zilla Panchayat here on Tuesday.

The meeting managed to come to some sort of a conclusion after two hours of discussions.

Members were agitated over the fact that despite assurances given by the Chief Minister, N. Dharam Singh, at a review meeting here that funds will not be a problem to tackle water scarcity, it had not translated into action.

They also criticised the taluk-level task forces set up by the Government to deal with the crisis.

The recurrent nature of complaints from the members and presidents of taluk panchayats prompted Subodh Yadav, Chief Executive Officer, to throw up his hands in exasperation.

Mr. Yadav criticised the apathy of his subordinates in responding to the crisis and warned them that he will initiate disciplinary action and directed them to implement scarcity-related schemes forthwith.

Survey

The zilla panchayat had surveyed villages in the district where a crisis of this nature was expected in January and sent a proposal for Rs. 7.5 crores to the Government, including Rs. 5.5 crores for rural areas. The panchayat received Rs. 1.57 crores from the Government, including Rs. 80 lakhs, released by the Deputy Commissioner, he noted.

Stating that the Deputy Commissioner had since released an additional Rs. 85 lakhs to the panchayat for scarcity-related works, he said the panchayat at present had Rs. 2.43 crores at its disposal.

Of this, the panchayat had completed 80 per cent of the 263 works taken up in 205 villages in the district, he said and added that it has also received Rs. 1.45 crores from the Government two days ago.

Funds for wells

Mr. Yadav instructed the officials to take up all sanctioned works without any delay.

Noting that the Deputy Commissioner will release funds for rejuvenation of open wells, he said the panchayat would take up other mini-water and piped-water schemes on priority.

He also directed the officials concerned to seek the opinion of members while implementing works in their constituencies.

Responding to a charge that the taluk-level task forces headed by MLAs was proving to be more of a hindrance than help in tackling the situation, he directed the taluk panchayat executive officers to convene meetings and take decisions.

Task force meeting

Sudarshan Jain, president of the Bantwal Taluk Panchayat, said the Bantwal MLA, Nagaraj Shetty, had convened one meeting of the task force.

"The MLA is more concerned about the list of works submitted by him and is not interested in meeting the actual needs of the people,'' he said highlighting the politicisation of the task force.
