Whipping as a form of punishment for criminal offences will be removed from the penal laws of the country with the enactment of a Bill introduced in the Rajya Sabha on May 4 by the Home Minister, Pandit G.B. Pant. The statement of objects and reasons of the Bill says, "Whipping is an outmoded and barbarous form of punishment and it has no reformative value. The Bill, therefore, is being introduced to abolish the Whipping Act of 1909."
