UDA firm on fiscal discipline

Plans a slew of measures to improve its functioning

VIJAYAWADA: To maintain fiscal discipline and take up several developmental works in a phased manner, the Vijayawada-Guntur-Tenali-Mangalagiri Urban Development Authority (VGTM-UDA) is proposing to conduct a budget meeting shortly to allocate funds for different heads.

The VGTM-UDA used to draft annual budget and spend the funds as per the allocations till a decade ago. However, the practice has been replaced by ad hoc allocations. "Though the UDA has an annual income of over Rs. 9 crores, we are unable to chalk out plans for new projects as there is a steep increase in the expenditure on establishment. We can reduce the expenditure only with proper planning and implementation. For this, we must have the system of budget-based spending," the Vice-Chairman of the VGTM-UDA, V. Durga Das, told The Hindu on Wednesday.

The concept

Explaining the concept, Mr. Das said that the UDA must increase its capital expenditure and reduce the same on establishment to address the current needs. Long-term projects need regular funding and the UDA could not allocate it unless there was a proper planning, he said.

"Now we are planning to divide the expenditure into various heads such as engineering, forestry, capital projects, art and culture, and put a ceiling on the expenditure on each head. This will help us achieve fiscal discipline," he said.

Transparency

The new system would also bring one more checkpoint during the annual audit. So far, the auditors used to check the sanction of works and expenditure. Once the new system was in place, the auditors would have to check whether the expenditure was below the ceiling or not. "The system will also bring in transparency and accountability, and make people aware of the functioning of the UDA," Mr. Das felt.
