HYDERABAD: The Andhra Pradesh Congress Committee has said that the Mayor, T. Krishna Reddy, does not have the constitutional authority under the HMC Act 1955 to "direct" the Municipal Corporation of Hyderabad to hold `Face-to-face' and `Janmabhoomi' programmes as they "were outside his purview." In a statement here on Thursday, the Congressmen -- K. Yadava Reddy and T. Sesh Narayan -- have condemned the efforts allegedly being made by the Mayor "to meddle with the MCH functioning" and "attempts to grab power under the garb of Mayorship were highly unwarranted". `Face-to-face' and other programmes were "publicity" vehicles for the erstwhile Telugu Desam government and "no constructive work" came out of this. They felt Mr. Krishna Reddy was yet to get over the fact that his party was wiped out in the general elections and the Congress Government had stopped all "wasteful" programmes. The Congress leaders observed that it was the standing committee of the MCH that was vested with administrative and financial powers and the Mayor's post was only a "ceremonial" one and "had no constructive role to play in decision-making".
