The court observed that the government ought to implement the ratio at 2:80 and 3: above 81. However, when the government went in for an appeal, the court allowed the government to continue the 2:99 ratio with a condition that if the teachers felt if it was not practicable to cover the portions with inadequate strength, they could approach the government to suitably alter it, and the latter was duty bound to concede their demand, in the interest of the primary education. — Special Correspondent
