Prime Minister Nehru has emphasised the need for associating public opinion in the formulation of the Second Five Year Plan. "When once you want their intelligent support, let it be in the thinking as well as in the final conclusion, and when the implementation comes about." Winding up the general discussion on the draft Plan at the National Development Council meeting in New Delhi on May 7, he said, "I want the public to realise that I attach the greatest importance to them. I want them to appreciate the difficulties that we face. Only then will they be prepared to shoulder the burden. When our minds are wrestling with the problems, I want their minds too to wrestle with them." Mr. Nehru said the discussions had shown there was broad agreement over the targets proposed in the documents relating to the draft Plan. So far as resources were concerned, this would be examined by a Cabinet Committee and the Planning Commission. He emphasised that the States should also examine ways and means of raising additional resources. The Plan was a joint effort and it was necessary to consider the problem in terms of the country as a whole and not purely with reference to individual States. The whole essence of planning was balancing in such a way that each area progressed with reference to its own stage of development so that they could get the all India effort moving at a certain pace.
