NAC to set up sub-group on land management, reforms

Mission-mode approach for implementation planned

NEW DELHI: The National Advisory Council (NAC) has decided to set up a sub-group to swiftly draw up a set of recommendations for implementation of land management and reforms in a mission-mode approach.

The Council at its Saturday meeting discussed policy and governance issues in land management that cover the establishment of land titles, tenancy reforms and modernisation of revenue administration.

The current issues relating to land reforms and the need to urgently improve, update and fully computerise the maintenance of land records as also facilitate ready access, were reviewed.

It was agreed that a sub-group would quickly formulate a set of recommendations designed to achieve implementation in a mission-mode, an official release said.

The Council at its 13th meeting chaired by the Congress president, Sonia Gandhi, also took note of a draft of the `Unorganised Sector Workers Social Security Bill.'

It was felt that this would be a useful basis for further consultation before being forwarded to the Ministry of Labour and Employment for posting on their website.

Gender equality

It also discussed legal equality for women in all spheres, including equal rights of ownership of property and agricultural land, which is an important component of the National Common Minimum Programme. A presentation was made on inheritance rights.

Comprehensive recommendations

The Council agreed that comprehensive recommendations suggesting legal and legislative action on gender-related issues, along with administrative steps in respect of allotment of land and for programmes such as the Indira Awas Yojana might be forwarded to the Government.

It said action was on hand on measures such as the "Protection from Domestic Violence Bill'' and that its views would be communicated to the Government.

The NAC also reviewed the status of Prathimik Shiksha Kosh and the Integrated Child Development Scheme.

A sub-group would recommend steps to streamline procedures.
