JAMMU: : Over 70 per cent of civil works and 81 per cent of electro-mechanical works have been completed in Phase I of the Baglihar hydroelectric project which has been a bone of contention between India and Pakistan. A high-level team led by the Chief Minister, Mufti Mohammad Sayeed, on Sunday reviewed work on the two-phase 450 MW project. The Chief Minister's visit comes at a time when India and Pakistan have still not reached a agreement on the dispute over the dam. The Pakistan Government tried to stall construction of the dam invoking Article 9A of the Indus Water Treaty, dealing with the settlement of differences and disputes. Pakistan said the construction of the dam was a violation of the treaty. The Indian Government has consistently maintained that the dam was strictly under the ambit of the treaty and that there was no violation.
