Prime Minister Nehru said in Berhampur on May 8 that India was opening a new chapter in her history and exhorted the people to join hands with the Government in the strenuous journey on the road to progress. Addressing a public meeting at Courtpeta maiden, two miles from the AICC pandal, he referred to the great "pilgrimage for freedom" and said that although much progress had been achieved, people should not rest on their oars. There was greater work ahead. "We are now living in a scientific age and if the country does not advance scientifically, it would be left behind." About the Second Five-Year Plan, Mr. Nehru said it laid great emphasis on the development of industries side by side with the uplift of villages. He referred to the reports that kisans were being evicted from lands sometimes from a fear that new settlement maps were going to be made soon, and said, "Whatever the reason, it is very improper and wrong." Calling upon the people to lend full support to the Bhoodan movement, the Prime Minister said Acharya Vinoba Bhave had adopted "an Indian way" of solving the land problem and had achieved great success in his mission. The AICC session had been fixed in Berhampur mainly to get the advice of Acharya Bhave. It could have been held at Cuttack, Puri or Bhubaneshwar. As soon as it was known that he would be at Berhampur, the session was called to meet there.
