NEW DELHI: Division of a State will not solve the problems of backwardness and carving out new states such as Telengana will make them more dependent on the Centre, the Revolutionary Socialist Party has said. "It is a matter of concern that regional imbalances have been accentuated by not just historical neglect but also by distortion in Plan allocations and Central Government assistance. "Per capita allocation is much below in Telengana region. But it will be wrong to presume that the division of the State is a solution for the problems of backwardness although specific measures are warranted to preserve the social, linguistic and cultural integrity of that specific area," the party told the UPA sub-committee on Telengana. The RSP suggested that the National Development Council take up the issue of financial health of the States and activate the Inter-State Council to look into disparities and regional development imbalance. The Communist Party of India will explain its stand on Telengana this week. Party leader S. Sudhakar Reddy said the existing view was that either a second states reorganisation commission should be set up to address the issue or a body to correct the regional imbalances in the Telengana region should be created.
