HYDERABAD: The Telugu Desam Party has appealed to the Election Commission to take steps to see that two Ministers -- J.C. Diwakar Reddy and N. Raghuveera Reddy -- and the Inspector General of Police, R.P. Meena, do not move in the Penukonda Assembly constituency where a bye-election is due on June 2. In a representation sent to the Chief Election Commissioner, the TDP general secretary, K. Srihari, contended that as long as the Ministers and the police officer were allowed to be in-charge persons, the bye-election would not be held in a free and fair manner. He alleged that the Chief Minister and the Ministers misusing police machinery and people were in a state of panic. He alleged that TDP workers were being threatened and terrorised. Sarpanches belonging to the TDP were being forced to join the Congress. He alleged that Mr. Meena nursed a grudge, as the previous TDP Government did not promote him pending serious charges against him. He recalled how the party MLA, Paritala Ravindra, and 27 workers were murdered in the district during the last one year.
