Bid to reform adolescent prisoners

Gaurav Vivek Bhatnagar

NEW DELHI: In a bid to reform adolescent prisoners, Tihar Central Jail authorities have devised a plan whereby services of the non-government organisations within the jail premises would be utilised productively for bringing the misguided youth into the national mainstream. As part of the programme two NGOs would be deployed in each of the five wards of Jail No. 5 -- which is meant for prisoners in the 18 to 21 year age-group -- and their performance would be judged as per the behaviour and general conducts of the inmates residing there.

A senior Jail official said the scheme has been launched to give individual attention to all the inmates with an impressionable mind. ``Since five persons are allowed to work for each NGO, we will have a total of 50 workers in the Jail. Since the strength of Jail No. 5 is around 1,500 this would mean that for every 30 inmates there would be a volunteer working among them.''

The NGO workers would not only work with the prisoners and help them develop a positive approach towards life, they would also provide the jail administration a feedback on the problems and difficulties faced by the inmates as also their genuine demands.

Under the programme meditation and vocational courses centres would be started in each of the wards later in May and the NGOs would be encouraged to interact with the prisoners so that they are not only reformed but also learn some skills which may help them later in life upon their release from prison.

Since there would be two NGO's in each of the five wards, the programme also envisages developing a healthy competition among them in order to encourage everyone to put the best foot forward. "We want the NGO's to develop a sense of belonging towards a particular ward so that they take more interest in their work and the inmates also get involved with their programmes.''
