Congress or Sena?

The editorial `Tiger Thackeray in Congress robes' (May 11), on the anti-poor measures taken by the Maharastra Government ignoring the public verdict, is well written. Steps such as destroying 80,000 homes under the guise of clearing slums and introduction of the Maharashtra Water Resources Regulatory Act that requires farmers with more than two children to pay one and a half time more for irrigation water make one wonder. Were these steps taken by the Congress or the Shiv Sena?
