Serious charges

The Government has done the right thing by backing the Election Commission against made by L.V. Saptharishi, Special Observer for the 2004 Bihar general elections.

A letter is said to have been written by a serving bureaucrat to the Law Minister about the conduct of the two Election Commissioners (one of whom is taking over as the Chief Election Commissioner soon). The Law Minister denies have received any such letter and instead gives a clean chit to the Election Commissioners. The Railway Minister demands the resignation of the prospective CEC. What is going on?

Mr. Saptharishi's allegations against the two Election Commissioners on the countermanding of the Chapra poll are undignified. The Ministry of Rural Development, where Mr. Saptharishi is now employed, should initiate disciplinary action against him.

Institutions such as the Election Commission are important not just for the work that they do but also because they shore up the health of the larger system. A constitutional body should not be publicly harangued undermining its credibility.

Mr. Saptharishi's allegation that attempts were made by Election Commissioners B.B. Tandon and N. Gopalaswamy to countermand the Chapra poll will not wash. His personal attack on them is reprehensible.

The whole world has applauded the impartiality of the Election Commission. Mr. Saptharishi's charges raise questions about his motives.

It is surprising that in spite of his service and experience, Mr. Saptharishi sent his letter first to Lalu Prasad instead of Law Minister H.R. Bharadwaj.

Mr. Prasad has demanded the resignation of the two Commissioners on the ground that serious allegations were made against them by a senior IAS officer. Has he forgotten that he had refused to resign though a competent court framed serious charges against him?
