Officials' accountability

This refers to the op-ed page article, `Making the bureaucracy accountable' (May10). Rewarding performing officials and penalising non-performers is a laudable idea. But this should be preceded by changes in the very system of assessment. Obsolete formats such as annual confidential reports must be replaced with objective-type evaluation for each category of job and as per the functions assigned to each post at all levels.
