CHANDIGARH: The Haryana Government has amended its purchase policy and procedures to bring uniformity and transparency in its functioning. According to the new policy issued by the Industry Department, all purchase cases of stores valuing above Rs. 30 lakhs would be decided by the High Powered Purchase Committee. All cases regarding arranging of rate contract would also be decided by the High Powered Purchase Committee. All purchase cases of stored valued between Rs. 10 to Rs. 30 lakhs would be decided by the standing purchase committee (higher) whereas those below Rs. 10 lakhs would be decided by the standing purchase committee (lower). The existing practice of holding negotiations by the special or high powered purchase committee with all technically valid tenders had been dispensed with. In future, meeting for negotiation of rates would be held by the Special and High Powered Committees with the lowest valid tenders only. The existing system of finalisation of purchases by Standing Purchase Committees (higher) and Standing Purchase Committees (lower) without holding negotiations of rates with the bidders would continue. If the lowest valid rates were observed not to be reasonable, then the purchase committees might either decide to reinvite the tenders or counter offer of reasonable rates might be made to the lowest valid bidder. The purchases preference would be allowed up to 50 per cent of the requirement to the industrial units located in Haryana on the lowest quoted or agreed rates provided the tendering firms claim the purchase preference in their tender and submit the registration certificate and the valid purchase preference certificate issued by the Industries Department along with their tender. They would also have to submit an affidavit that their Sales Office for the purpose of billing was based in Haryana and all the billings would be raised from Haryana only.
