NEW DELHI: : In a development that is unlikely to bring cheer to the Sheila Dikshit camp, the All India Congress Committee on Wednesday set into motion the process for organisational polls approving the list of District Returning Officers (DROs) for all the 12 districts. The notified list is loaded with anti-Sheila partymen who would be conducting the crucial party polls. It is learnt that the Pradesh Returning Officer (PRO), Mahesh Joshi, on Tuesday evening had a meeting with the Union Minister for Programme Implementation, Oscar Fernandes, who is also in-charge of the party polls. He was later joined by the Delhi Pradesh Congress Committee president, Ram Babu Sharma. It is understood that Mr. Fernandes discussed the list of DRO's in detail with both the leaders and later gave the go-ahead for notifying the list 12 DROs who would be responsible for conduct of the party polls at the district level. Another list of 89 Block Returning Officers (BROs) will also be notified later and it is also likely to be a one-sided affair. Interestingly, the list of DRO's clearly indicates that it is loaded with supporters of Mr. Sharma along with that of the Union Minister for NRI Affairs, Jagdish Tytler, the Outer Delhi Member of Parliament, Sajjan Kumar, and the New Delhi Member of Parliament, Ajay Maken, the one time close aide and now a bitter critic of Ms. Dikshit. The recent political crisis in the Delhi Congress had delayed the completion of the organisational polls that were scheduled to be completed by April 30. However, now the polls are likely to be completed by the end of this month as the election of the Congress president is scheduled to be held on June 15.
Rival camp
The list of the DRO's: Janak Raj Jai (City), Abhijeet Singh Gulati (Sadar), Aditya Mishra (Karol Bagh), Shiv Kumar Sondhi (New Delhi), Ashwani Shankar (Malviya Nagar), Ashish Talwar (Tilak Nagar), Rajinder Sharma (Babarpur), Hari Chand Verma (Krishna Nagar), Shirish Tiwari (Adarsh Nagar), Mage Ram Tanwar (Rohini), Vinod Singhal (Najafgarh) and Jagjivan Sharma (Mehrauli). Mr. Sharma has left no stone unturned to ensure that he gets total control over the organisation. "All the loyalist MLAs are likely to get a raw deal at the hands of the DROs and the yet to be notified BROs. The idea of the rival camp is to distract the working of the legislators who are loyal to the Chief Minister and disturb them in their constituencies,'' a senior leader remarked. The Chief Minister is understood to have requested Mr.Joshi to let her own block president take roots in her constituency. However, the Chief Minister has not approached Mr. Joshi yet on behalf of her loyalist MLAs. The very fact that Mr. Sharma has loaded his own men in all the three districts of East Delhi clearly indicates that he has not yielded any ground to the East Delhi Member of Parliament, Sandeep Dikshit, and has refused to accommodate any of his supporters in the party set up. The DPCC sends 89 delegates who in turn vote to elect the Congress president. Then another 15 to 17 AICC delegates are elected or nominated from the DPCC.
