Speaker calls for court reforms to avoid delay

`Try to introduce modern facilities in courts'

KANNUR: The Assembly Speaker, Therambil Ramakrishnan, has called upon the State Government and the High Court to take the initiative to reform courts for avoiding delays in the judicial administration.

Inaugurating the valedictory session of the State conference of the Kerala Advocates' Clerks Association here on Saturday, Mr. Ramakrishnan said that reforming the courts in the State was yet to emerge as a major issue thanks to the lack of initiatives on the part of authorities. The courts here were still following old practices that invariably led to unnecessary delays. Efforts should be taken to introduce modern facilities including computerisation for reforming the functioning of the courts, he said.

The Speaker said that the major problem facing the judiciary was the huge backlog of cases that was causing delays in the administration and delivery of justice.

Advocates and advocates' clerks had major roles to play in pressing the demand for court reforms, the Speaker said.

Credilbility

The advocates' clerks were the trustees of the society and, therefore, they should not allow anything that would erode their credibility, he said. He called upon the clerks to develop a code of conduct to maintain the credibility.

Mr. Ramakrishnan also urged the KACA to launch a campaign to ensure that all advocates' clerks were enrolled in the welfare scheme. The welfare scheme should not be allowed to be scuttled, he said. The Government was committed to implementing medi-claim insurance policy for the advocates' clerks, the Speaker said.

The KACA State president, K. Prakashan, presided over the function.

The general secretary, P. P. Raghavan, the organising committee chairman, Kunhimangalam Damu, were among those present at the function.
