Congo to adopt new Constitution

PRETORIA: South African President Thabo Mbeki will travel to Congo to witness the adoption of the country's new constitution, the Foreign Ministry said on Saturday. The ceremony is scheduled for Monday in the capital, Kinshasa. It is meant to pave the way for the holding of democratic elections in the second half of 2005 to try to restore peace to the resource-rich nation. Mr. Mbeki has been a key mediator in Congo and recently met Congo President Joseph Kabila to discuss plans for elections. ``South Africa, as one of the guarantors of peace in the Democratic Republic of Congo, remains steadfast in its commitment to assist the people in their endeavour to entrench peace, democracy and stability as part of our overall objective of working for the renewal of Africa and the creation of a better world,'' said a Foreign Ministry statement. The elections, part of a peace plan that ended a five-year war in Congo, were originally meant to take place June 30. But an independent electoral commission has said they would likely be delayed until October or November because of continuing unrest in eastern Congo and widespread displacement caused by the war. The constitution due to be adopted on Monday allows former rebel leaders to run in the elections. This was considered key to maintaining the shaky peace that has held since 2002 in much of the vast African nation, where an estimated 4 million people died from war-induced starvation and disease.
