VIJAYAWADA: A proposal to set up an ECHS hospital in Machilipatnam or Vijayawada is under serious consideration of the Ministry of Defence. If the hospital becomes a reality, it will be beneficial to the local ex-servicemen. The Ministry of Defence introduced the Ex-Servicemen Contributory Health Scheme (ECHS) sometime ago to look after the healthcare needs of ex-servicemen and their families, but the scheme found little response in Krishna district. Officials of the ministry are appealing to all the 6,000 ex-servicemen in the district to subscribe to ECHS immediately so that their families will be able to avail themselves of benefits being provided by the scheme. The Zilla Sainik Welfare Officer, K. Gangadhara Rao, told The Hindu that there was a poor response to the ECHS scheme in the district. "In Guntur, where we have an ECHS hospital, 500 to 600 members have enrolled themselves. There are not many takers in Krishna district. We want to create more awareness," he added.
Life subscription
An ex-serviceman, receiving a minimum pension of Rs. 1,900 per month, would have to pay Rs. 4,800 for life subscription of ECHS. The subscriber, his wife, children and parents were all eligible for the medical benefits. Mr. Rao said there was no limit on medical expenses for ECHS subscribers and they would be permitted to take treatment in all panel hospitals besides all the ECHS hospitals. Smart cards would be issued to all the family members. The treatment would cover diseases from normal fevers to heart, renal and neurological problems. The officer said that ex-servicemen would have to fill necessary challans provided at branches of State Bank of India. They should make payments at SBI, besides submitting some affidavits to become a member of ECHS. As per the records, 6,000 ex-servicemen had got ID cards of Sainik Welfare Board in the district and together with their dependents their numbers would be around 30,000.The ECHS hospital located at Ravindranagar in Guntur was catering to the health needs of pensioners in the district as of now.
