MADURAI: The State Government has constituted an apex committee and a sub-ordinate e-governance group to implement the National e-Governance Action Plan. The plan is aimed at providing speedy and efficient services to citizens through intra-state and inter-state networking. Talking to The Hindu here on Saturday, Vivek Harinarain, Secretary, Information Technology Department, said: "The apex committee will be basically a monitoring committee, and it has begun functioning." The Secretary was here to assess the second phase of the family card project entrusted to the Electronics Corporation of Tamil Nadu Limited (ELCOT). According to a Government Order issued by the Department, while the Chief Secretary will be chairman of the seven-member committee, the IT Secretary and the Deputy Director General, National Informatics Centre, would be Chief Information Officer (CIO) and Chief Technology Officer (CTO). The committee will provide policy direction and ensure inter-ministerial co-ordination. The CIO will manage the NeGAP projects and coordinate utilisation of technology to achieve e-governance initiatives, while the CTO shall assess the potential of new technologies to be included in e-governance programmes. An e-governance group, headed by the Development Commissioner and the Principal Secretary, Finance Department, has been put in place. It will advise the committee in undertaking e-governance projects and assist individual departments in implementing projects. All inter-dependencies and conflicts across the projects would fall under the purview of the group. The Government has also ordered the constitution of department-level groups, headed by the respective secretaries, for mission mode e-governance projects aimed at better service to consumers are proposed. The Department e-governance Groups (DEG) would be responsible for managing the entire project cycle. Such groups would be formed only when the department initiated a project. The project reports, prepared by the DEGs, would be placed before the Centre for approval. The additional Central assistance would be spent on the capacity-building of the State and department-level groups and the state-level nodal agency for implementation of e-governance projects.
