"Drastic steps needed for disposal of cases''

NEW DELHI: A Supreme Court judge has insisted a drastic measure to tackle the heavy piling of litigations, suggesting that there should be ``time bound'' arguments for presenting a case.

Explaining the drawbacks of the Indian legal system which allows endless appeals and revisions, Justice B P Singh favoured the model prevalent in the United States which makes adjournments almost impossible.

Advocating the model which requires that advocate should give a brief of the arguments to the judge, a day before the hearing of the matter, the judge said ``the situation here is different as even in the Supreme Court the cases are being argued for months.

``In the United States, only half an hour is alloted to one party to argue. At the end of that, the red light blinks and there is the end of the arguments whatever happens,'' Mr. Justice Singh said.

Speaking on `Justice Delayed is Justice Denied: The Plight of Indian Poor', the Judge elaborated the enormity of the problem and suggested six fold increase in the strength of judges which will help in speedy disposal of the existing backlog of cases. - PTI
