COIMBATORE: Promoters of three powerloom parks that are to come up at Palladam, Komarapalayam and Andipatti in the State have submitted revised proposals to the Centre with modifications in captive power generation plans. Since power is a major component in the production cost and process for the textile units, all the three parks Palladam, Cauvery and Vaigai Hi-Tech Weaving Parks have planned to go in for captive generation with assistance under the Textile Centre Infrastructure Development Scheme. Under the scheme, the parks are eligible for 75 per cent subsidy from the Centre for captive power plant component. The promoters initially submitted proposals for windmills to meet the energy requirements of the powerloom units. However, the Centre asked them to revise the proposals. Hence, they have now submitted plans for power generation using furnace oil and are awaiting the Centre's nod, according to industry representatives. The project cost ranges from Rs. 12 crores to Rs. 13 crores for a 3.2 MW to four MW plant and through this the power cost could be Rs. 3 to Rs. 3.25 a unit. The units now pay the Tamil Nadu Electricity Board Rs. 4.5 per unit (approximately).
Central subsidy
Under the TCIDS, a maximum of Rs. 20 crores is available as Central subsidy for a textile centre. This is applicable to various components such as roads, power, water supply and marketing infrastructure. "In the Cauvery Park, the estimate for captive power project is about Rs. 13 crores and for the other components under the TCIDS it is only Rs. 4.5 crores," says its Chairman and Managing Director, M.S. Mathivanan. Hence, approval for this component is important for the entire project and the sanction will expedite the process of establishing the parks and commissioning production, said Chairman and Managing Director of the Palladam Hi-Tech Weaving Park M. Senthil Kumar. This is likely to be one of the topics for discussion at a seminar on Hi-Tech Weaving Parks of Tamil Nadu organised by the Regional Office of the Textile Commissioner and the Powerloom Development and Export Promotion Council here on Tuesday. Mr. Senthil Kumar said the promoters had sought upfront release of the subsidy funds under the TCIDS and the group workshed scheme components so that the units would not face financial hitches in creating the infrastructure.
