The Chinese Prime Minister, Mr. Chou En-lai, has repeated his offer to negotiate with the United States "to ease tension in the Formosa area," the New China News Agency reported on May 17. On the form the negotiations should take, he said, his Government "supports the Soviet proposal for a ten-power conference and is also willing to consider other forms." Mr. Chou, who led his country's delegation to the Asian-African Conference at Bandung last month, was reporting on the conference to the Standing Committee of the Congress - China's highest executive organ. "However, no negotiations should in the slightest degree affect the Chinese people's exercise of their own sovereign right - their just demand and action to liberate Taiwan (Formosa)," Mr. Chou said. "The Chinese people have two possible means to liberate Taiwan, namely, by war or by peaceful means. The Chinese people are willing to strive for the liberation of Taiwan by peaceful means as far as it is possible."
