Notice to police on alleged custodial death

NEW DELHI: The National Human Rights Commission has issued notice to the Punjab police on the alleged custodial death of a 37-year-old Dalit on April 21.

A complaint dated April 22 was received from the Asian Centre for Human Rights, drawing the Commission's attention to the death of Balbir Singh while in the custody of the Sardar Police Station, Kapurthala. The complainant asked the Commission to direct the State Government: to immediately order a judicial probe into Balbir's death; suspend both the officer-in-charge of the police station and the sub-inspector who had arrested the deceased to ensure a fair probeand pay an interim compensation of Rs. 5 lakhs to the next of kin of the deceased.

Issuing the notice to the DGP and SP, Kapurthala, the NHRC also directed that the explanation of the DM/SP, Kapurthala, on why intimation regarding Balbir's death was not sent to the Commission within 24 hours as per the guidelines issued in December 1993.
