NEW DELHI: Finance Minister P. Chidambaram on Tuesday said governance could improve only when the ruling party and the Opposition worked together. He was referring to the recent boycott of Parliament by the National Democratic Alliance, while speaking at a CII session here. Outlining the basic agenda for improving the United Progressive Alliance (UPA) Government's performance rating from the current six (on a scale of 10), as assigned by the Prime Minister, to nine, Mr. Chidambaram said: "Treasury and Opposition benches must work together so that the business of Parliament is carried out." The NDA boycotted the Parliament proceedings for three consecutive weeks till the Budget session was adjourned sine die on May 13. The first step that was required to be taken, Mr Chidambaram said, was to complete the reforms in the financial sector so as to raise the performance level of the UPA regime to seven from the existing six. The next step to take the performance score to eight would be to pass the pending legislations. These include the enactment of the Women's Bill.
