New by-laws for building on anvil

Aim to make it transparent and people-friendly The new mechanism would define various activities of the building sector.

NEW DELHI: The Municipal Commissioner, Rakesh Mehta, on Tuesday said the new building by-laws for the Capital to be implemented from January 1 next year would be finalised by next month and submitted for consideration of other concerned authorities like the New Delhi Municipal Council, the Delhi Development Authority and the Ministry of Urban Development.

Stating that before being implemented, Mr. Mehta said some changes would be made in certain sections of the existing legislation and under the new mechanism, base by-laws would define various activities of the building sector. He said procedure by-laws would give details for applying for building permit while performance by-laws would define the minimum standards regarding fire safety, structure safety and the national building code provisions.

The other important features of the new by-laws would include development controls as defined in the Master Plan of the DDA. The local area planning provision would enable consultation with residents, a tribunal to hear appeals for quick redress of public grievances, an institutional framework to ensure greater accountability of professionals and civic body employees and provision of electronic storage of data and use of latest technologies in the building construction sector.

The aim of the Steering Committee, headed by Mr. Mehta, was to draft people-friendly and transparent by-laws which would enhance property value, preserve city's heritage and promote redevelopment. All the problems in the existing by-laws would go and the new one would ensure planned development of the Capital, he added.
