Unbundling of power boards deferred again

Government bows to Left pressure, nation-wide strike threat

NEW DELHI: Bowing to Left pressure and the threat of a countrywide strike on May 31, the Government on Tuesday extended the deadline for unbundling State electricity boards (SEBs) by another six months. It was to expire on June 9.

The decision came after a three-hour meeting Left leaders such as Communist Party of India general secretary A.B. Bardhan and some trade union members had with Power Minister P.M. Sayeed. The Minister agreed to defer the implementation of the electricity Act by way of unbundling of the SEBs.

This is the second time the United Progressive Alliance Government has deferred the date for restructuring SEBs. Under Section 172(a) of the Act, all States were bound to unbundle or revamp their electricity boards by June 10, 2004. The UPA Government, after coming to power in May last, extended the deadline for 13 States by two to 12 months.

Despite the one-year extension, only Assam, Gujarat and Maharashtra appear to have initiated the process of unbundling their SEBs.
