Corporation approves sanitary landfill project

To dispose of non-biodegradable waste

THIRUVANANTHAPURAM: The City Corporation Council has approved a BOT (Build-Operate-Transfer) project to set up an engineered sanitary landfill to dispose of the non-biodegradable waste and the residual inert matter generated by the garbage treatment plant at Vilappilsala.

The council on Tuesday unanimously endorsed an official resolution deciding to proceed with the Rs.3.5-crore project, which will be taken up under the Theerapatham Urban Development Programme.

The meeting urged the Government to share the annual financial commitment of Rs.1.31 crores to operate the project. It also asked the Government to foot the initial cost of treating the accumulated waste at the plant.

Moving the resolution, the Mayor, J. Chandra, said the empowered committee for the development of the capital region had invited bids through the Theerapatham Urban Development Project.

"Since there is no return on investment, the Corporation will have to provide an amount as tipping fee to the company running the project. The committee has accepted the lowest bid of Rs. 450 per tonne as tipping fee. This works out to an annual burden of Rs.1.31 crores for the Corporation," she said.

The resolution also stated that the landfill would help to check the seepage of contaminants from the garbage plant into River Karamana.

The landfill project was recommended as part of an integrated solid waste management plan prepared by the Infrastructure Development Finance Corporation (IDFC).

UDF walkout

The Opposition UDF staged a walkout from the Council hall to protest the Mayor's refusal to take action against the leaders of Left unions who had allegedly locked the doors of the Corporation office on Monday as part of an agitation to protest the Government decision to delink three panchayats from the city.

Raising the issue, the UDF council party leader, D.Sudarsanan, said a section of employees had barred public entry into the office. Terming it a shameful act, he said the Left unions had prevented other employees from reporting for duty. UDF leaders demanded action against the officials and the councillors who had helped to lock the doors of the office.

Denying the allegation, LDF benches said the employees were exercising their democratic rights to protest against the unilateral decision of the Government to delink the panchayats.

The Mayor said there was no question of action against any official since she had not received any complaint from the public.

Not satisfied with the reply, the UDF members walked out of the council hall to register their protest. The Kerala Congress (Jacob) group member Xavier Lopez did not join the walkout.
