NEW DELHI: The National Human Rights Commission has asked State Governments to set up State Human Rights Commissions (SHRCs) immediately. This resolution was passed at an NHRC meeting, in which representatives of 14 SHRCs participated, last week. At present the SHRCs exist in Assam, Himachal Pradesh, Jammu and Kashmir, Kerala, Madhya Pradesh, Maharashtra, Manipur, Orissa, Punjab, Rajasthan, Tamil Nadu, Uttar Pradesh, West Bengal and Chhattisgarh. The setting up of a commission in Andhra Pradesh has been notified. The KarnatakaGovernment announced that it would be constituted soon. The resolution said, "where there are State Human Rights Commissions or are in the process of being set up, it may be ensured that they are structurally and financially independent as envisaged in and, fully conforming to the principles relating to the status of national institutions [the "Paris Principles"] which were endorsed by the United Nations General Assembly .
