Govt. likely to outsource translation work

Eighty-five officials in translating less than one page a day each

BANGALORE: Eighty-five officials working in the Department of Translation are translating less than one page a day.

Finding its working tardy, the Government has decided to restructure the department, which costs the exchequer Rs. 1.6 crore a year. The department was given much encouragement in the early Seventies.

The Minister for Law and Parliamentary Affairs, H.K. Patil, told presspersons here on Thursday that the each official in the department, on an average, translate a mere 0.37 of a page a day.

The average translation of legislation and government orders is 0.12 of a page a day while other translations work out to 0.25 of a page a day.

The department spends Rs. 50,000 for the translation of just 31 pages (10 pages of legislation and 21 pages of government orders and petitions).

If the department maintains the same tempo of work, it might take at least five years to complete translating the existing material.

The Department of Law and Parliamentary Affairs has prepared a time-bound plan to restructure the department, Mr. Patil said.

The Law Department is also seriously considering outsourcing the translation work to private agencies or experts. By outsourcing the work, the translation can be done at a lower cost and faster.

On the work done by the Department of Translation, he said it has translated the Constitution of India, incorporating amendments till 2003. Karnataka is the first state to bring out such a work.

However, much translation work is pending before the department. It includes 83 laws of the Union and State governments (1,066 pages of Central legislation and 1,104 pages of State legislation) and 1,318 pages of quasi-judicial matters, the Minister said.
