THIRUVANANTHAPURAM: The Local Administration Minister, Kutty Ahmed Kutty, on Thursday urged quasi-judicial bodies to reach out to the people to provide justice without delay. Inaugurating the tribunal for local self-government institutions here, the Minister said that courts continued to function as per the British colonial system. Recalling that the Law Commission had recommended simplification of the functioning of the judiciary, the Minister said that justice should be devolved to the people in the context of decentralisation of administration. He said that the Ombudsman was based on the Scandinavian concept, but in its practice here, it was becoming inaccessible to the people. He promised all help to the nascent tribunal in its endeavours to reach relief to the common man. The presiding officer of the tribunal, George Mathew (Sr.); the MLA, Mohan Kumar; the tribunal secretary, K. Ravikumar, and the Bar Council president, Konchira G. Neelakantan Nair, attended the function. The tribunal has been set up under the Kerala Panchayat Raj Act with jurisdiction all over the State. The tribunal is an appellate authority that will handle disputes relating to local self-governments' decisions on building taxes, permits and licences.
