AICC to study YSR report card

Manifesto panel to act as a facilitator; not to pass verdict on Government's performance

HYDERABAD: The Manifesto Implementation Committee constituted by the AICC for Andhra Pradesh will meet here on Sunday to review the progress achieved by the Congress Government in redeeming its election promises.

The AICC general secretary and in charge of State Congress Affairs, Digvijay Singh, who arrived here on Saturday to preside over the committee's meeting, said it would act as a facilitator and not function as a body to supervise the Government's performance.

Mr. Singh told The Hindu that the committee would prepare a progress card after making a general audit of the one-year performance of the Government to help it fine-tune its developmental strategies further.

Frank appraisal

The committee consisting of himself, Jaffer Sharief and Shiv Charan Mathur would study promises made in key sectors such as agriculture, irrigation, industry and rural development.

While the AICC was happy over fulfilment of the election promises, Sunday's meeting would discuss modifications, if necessary, and suggest redrawing the priorities.

"In case we cannot implement some of the promises, we will admit our failures," he said.

He felt there was no breakdown in the peace process in Andhra Pradesh. The naxalites were welcome to get back to the negotiating table but "they cannot kill at will.

They must abide by the law. They must respect the Constitution and its provisions. We draw the line there."

A report had been submitted to the committee mentioning 28 tasks as completed and listing 126 under implementation. Four manifesto promises were dropped -- giving Class-IV status to Gram Sevaks, creating a separate Minority Women Welfare Corporation, reduction in the sales tax on marketing of agricultural produce and subsidy of Rs. 100 on LPG to BPL families.

The ruling party had admitted that it found these four promises impractical.

The report will form the basis for the committee to study the `promise-performance' fact sheet for an overview of the developmental activity and its human face.

Coordination panel meet

This will be followed by a Coordination Committee meeting to be chaired by the APCC president, K. Keshava Rao.

The Ministers -- K. Rosaiah, K. Ramakrishna and Mohd. Shabbir Ali -- will attend the meeting.
