CRY FOR JUSTICE: The Government General Hospital employee, Ho Chi Minh, along his wife Swarnalatha and daughter, Jahnavi, staging a dharna in front of the hospital in Vijayawada on Saturday.
VIJAYAWADA: An employee of the Government Hospital staged a dharna with his wife and his six-year-old mentally challenged daughter, protesting against the "callousness" of his superiors in clearing medical reimbursement bills. Goriparthi Ho Chi Minh, Senior Assistant, sat in the scorching sun in front of the hospital superintendent's office, with the rejected bills spread out on the ground, to register his protest. He called off the agitation only after the Nandigama MLA, Devineni Umamaheswara Rao, intervened and talked to the hospital authorities on his behalf. Mr. Ho Chi Minh alleged that the hospital superintendent, T. Ram Prasad, was "harassing him" and even returned the medical reimbursement bills of his mentally challenged daughter, Jahnavi. The agitating employee said his bills were returned even though they were counter-signed by the competent authority, a civil surgeon. A government order issued on March 15 (G.O.Ms.No.74) authorised the hospital superintendent to clear the bills here. The hospital superintendent, Dr. Ram Prasad, said that the bills were returned because they were not counter-signed by the endocrinologist concerned. The medical reimbursement bills had to be finally cleared by the Directorate of Medical Education. The administrative staff and the hospital authorities seem to be contradicting one another over the procedure of clearing bills. The protest by the senior assistant, along with his family, is but a tip of the iceberg and the problem is more deep-rooted than it appears.
