Aiyar seeks Sonia's intervention

Panchayat elections in Pondicherry

NEW DELHI: The Panchayati Raj Minister, Mani Shankar Aiyar, has sought the Congress president, Sonia Gandhi's intervention in holding panchayat elections in the Congress-ruled Pondicherry.

"It appears to me that the Pondicherry Government is attempting to wriggle out of its Constitutional obligation to hold panchayat elections," Mr. Aiyar said in his letter addressed to Ms. Gandhi, while describing it as a "dark blot" on Congress's reputation as it was committed to "Rajiv Gandhi's vision of Panchayati Raj."

Pondicherry and Jharkhand are the only two States, where Panchayati elections were yet to be held while there were States such as Kerala and Karnataka, where the process of devolution of power to the Panchayats was almost complete, he said.

Mr. Aiyar had secured an oral assurance from Chief Minister N. Rangaswamy that he would announce the dates for the first panchayat elections in the State at Karaikal on May 21, the death anniversary of the former Prime Minister, Rajiv Gandhi.

He had requested the Lt. Governor to follow up the matter with the Chief Minister.

A few days before the anniversary, Mr. Aiyar reportedly received a letter from the Pondicherry Chief Minister's office regretting that he would be unable to attend the function but said nothing about the proposed announcement of the panchayat elections.
