COLOMBO: In a harsh criticism of the continued violence in Sri Lanka, the New York-based Human Rights Watch on Tuesday called for an independent inquiry commission to probe the "killings and abductions in order to identify those responsible and recommend measures to end the abuses." The killings are "part of a concerted campaign to destroy opposition voices," it said in a statement released in New York and blamed the Liberation Tigers of Tamil Eelam (LTTE) for "many of the killings." It also pointed out that the Government had "not responded forcefully," the Sri Lanka Monitoring Mission (SLMM) "stopped short of investigating the killings" and the international players particularly Norway, Japan, the U.S., and the U.K., had "chosen not to use their leverage to demand and end to the killings." Striking a distressing note, Brad Adams, Asia director for the organisation said the ceasefire agreement was being used by "some" as an "opportunity to kill their opponents." Terming last month's abduction and killing of a senior Tamil journalist, D. Sivaram, "by unknown assailants," as "only one of a long line of assassinations of outspoken members of the Tamil community," the Human Rights Watch said an estimated 200 Tamils had been killed for apparently political reasons, since the February 2002 ceasefire agreement (CFA) between the Government and the LTTE.
