PATNA: On his return from Delhi, Bihar Governor Buta Singh justified his action of recommending the dissolution of the Assembly. He said that criminal cases would be lodged if complaints of use of money and muscle power were found to be true. Mr. Singh said that he had to act to save democracy in the wake of the "worst kind of horse-trading" sought to be carried out by a political group to form a government in the State. When he was in Delhi, he had received reports that some Lok Jan Shakti Party MLAs had been taken hostage and had passed on the information to all concerned including Union Home Minister Shivraj Patil. He was "compelled" to recommend dissolution to check horse-trading and save democracy. Mr. Singh also denied that his action was aimed at pre-empting Janata Dal (U) leader Nitish Kumar from staking claim to form a government.
