Wooing the chief: Congress president Sonia Gandhi
NEW DELHI: Eyebrows are being raised over the manner in which the organisational polls in the Delhi unit of the Congress are being conducted with the whole process lacking transparency. In a bid to impress the leadership, the Delhi Pradesh Congress Committee on Tuesday proposed the name of the Congress president, Sonia Gandhi, for another term in office. Party insiders point out that though the DPCC had gone ahead and proposed the name of Ms. Gandhi, there is still no sign of the official list of delegates who are supposed to carry out the job.
Complete secrecy
The DPCC has maintained "complete secrecy'' about the list of delegates although the DPCC president, Ram Babu Sharma, continues to be in total command of the situation. Ideally it is the delegates who set in motion the process for election of the Congress president, but in the case of the DPCC there is no trace of the original list of PCC delegates that has been altered and re-drafted a number of times. "There are still a few loose ends to be tied up. The list of PCC delegates is still pending approval. No norms have been violated and everything has been done in accordance with the wishes of the party high command,'' said the DPCC president. What has surprised political observers even more is that while the party has not even held elections at the block and district levels, the PCC delegates have been "nominated'' without any contest. "The party has lost the opportunity to strengthen its base in the Capital and ensure inner party democracy. Instead of holding proper elections at various levels, the system of selection and nomination has been followed again,'' a senior leader remarked.
A mare spectator
The Pradesh Returning Officer (PRO) for the elections, Mahesh Joshi, has mostly remained in the background as the DPCC president strengthened his hold over the party by having his own supporters included from various areas in the final list of delegates. Interestingly, the Union Minister for Programme Implementation, Oscar Fernandes, who is also in charge of party polls, has not even questioned the State unit for not holding polls at the block and district level and has given his consent to the "list'' of PCC delegates. According to Mr. Sharma, a total of five sets of nomination papers were filed proposing the name of Ms. Gandhi. Those who filed the papers included Mr. Sharma; the Delhi Chief Minister, Sheila Dikshit; the Union Minister for Science and Technology, Kapil Sibal; and AICC leaders R. K. Dhawan and Janardhan Diwedi. All the 47 MLAs have also proposed the name of Ms. Gandhi. Later, Mr. Sharma went and submitted the papers to Mr. Fernandes, in the process becoming the first State unit in the country to propose the candidature of Ms. Gandhi.
