KOLLAM: The latest promotion list of Circle Inspectors (CIs) published by the Departmental Promotion Committee (DPC) is turning into a controversy. Fifty-one CIs figure in the list as eligible to get promoted as Dy.SPs. The promotions will be effected according to seniority and as and when vacancies arise. The list will be valid for one year. The list allegedly comprises the names of a few who are not qualified to figure in it. This has raised questions over the preparation of the list by the DPC.
No VACB clearance
Sources told The Hindu that the list had been published in the gazette without obtaining clearance from the Vigilance and Anti-Corruption Bureau (VACB). It was after publishing the list that the DPC had sent it to the VACB. But since the list had already been published, any objection raised by the VACB would not be binding. The VACB identified that thirteen CIs figuring in the list had Vigilance cases pending against them and hence they were not qualified to figure in the list. According to promotion rules, the DPC will have to scrutinise all records in respect of the candidates to be considered for promotion. Such records include pending VACB inquiries, cases before the Vigilance Court and Vigilance Tribunal, conviction, department inquiry or action and remarks in the annual confidential report. Candidates who have Vigilance Special Court or Vigilance Tribunal cases pending against them and others who have been punished within a period of three years are not eligible to be included in the list. VACB sources said that the DPC had overlooked all rules. Such a list could even be challenged. The VACB had not given clearance to the CIs in the list against whom Vigilance cases were pending, they said.
