CHENNAI: While a proclamation has been issued to dissolve the Bihar Assembly, the Goa Assembly is allowed to continue. This smacks of "double standards" on the part of the United Progressive Alliance Government at the Centre, the Bharatiya Janata Party has said. Addressing a press conference here on Tuesday, M. Venkaiah Naidu, party vice-president, said that in Bihar, the Governor, without exhausting all options and without providing enough opportunities to those who wanted to form the Government, had recommended the dissolution of the House at the "behest" of the Centre, whereas, in Goa, (where President's rule is in force and the Assembly is kept under suspended animation), byelections were going to be held (on June 2). ``If there is so much concern for democracy, why have they not dissolved the Goa Assembly," he asked. Mr. Naidu alleged that the Congress "succumbed to the pressure" of Rashtriya Janata Dal leader and Railway Minister Lalu Prasad. "The UPA Government is not moving forward. But, it is working under the pulls and counter-pulls of different forces." Referring to a section of the Lok Jan Shakti Party legislators deciding to align with the BJP-Janata Dal (United), Mr. Naidu said that in a democracy, there was always scope for realignment of political parties.
