NEW DELHI: Heads of various export promotion councils under the Union Textiles Ministry on Wednesday urged the Centre to do away with the ceiling on the value of exports under the duty drawback scheme to give a boost to textile exports. At a brain storming session convened by the Union Textiles Minister, Shankarsinh Vaghela, the council chiefs said the existing ceiling was proving to be a major discouragement for exporters and emphasised that it needed to be withdrawn to meet the export target of $15.16 billion set for this year. They also called for revival of the system of an inter-Ministerial group to ensure that the various problems faced by the exporters community from time to time were sorted out quickly and stressed for making the labour laws more flexible for the sector to help the industry to take care of the seasonal variations in export orders. In addition, they urged that export data collected by the Revenue Department be made available to them so that they could have a clearer picture of various aspects of exports. At present, the data is made available to the Ministry alone. The councils had access only to data provided by the Kolkata-based Directorate General of Commercial Intelligence and Statistics (DGCI&S) and often these were not accurate, they said. Mr. Vaghela assured the council heads that the Ministry would look into the points raised by them and take follow up action soon. The meeting was attended by the Union Textiles Secretary, R. Poornalingam, and other senior officials.
