When President V.V. Giri signed a proclamation in Kiev (in the USSR), imposing President's rule in Uttar Pradesh, C. Rajagopalachari wondered what was the need to do so from a foreign soil and whether Giri could not have observed the minimum protocol of signing the proclamation from the Indian Embassy!
