The Congress President, Mr. U.N. Dhebar, declared at Sangli on May 25 that India "will not look with calm indifference at any action of the Portuguese Government against the natural urges of the people of Goa to free themselves from foreign yoke. The restraint with which the Government of India have been acting should not be interpreted by the Portuguese Government as evidence of our lack of interest in or concern for the cause of emancipation of the people of Goa. We have a duty to free every inch of the soil of this country and every citizen thereof from foreign domination. We are pledged to it and we shall not rest content till we have fulfilled that pledge. If the Congress is forced to accept the position to permit nationals of India to go to the help of the people of Goa, the entire responsibility would be that of the Portuguese Government who have treated the people's aspirations with scant respect." Mr. Dhebar said the Congress was very clear that it could not accept the right of the Portuguese Government to deal with Indian citizens as aggressors. "It is not the Indian nation or the Indian people who are the aggressors. Aggression is involved and implied in the policy of colonisation of the Portuguese Government. What the people in Goa are doing is merely resisting aggression and such a struggle is bound to attract active support from the people of India."
