KOZHIKODE: The Indian Railway Caterers Association (IRCA) has alleged that attempts are being made to implement a new ``anti-labour'' catering policy to create room for corruption though it had been put on hold by the Railway Minister, Lalu Prasad. At a press conference here on Thursday, the Association president, N.B. Krishna Kurup, demanded that the new policy should not be implemented until a joint parliamentary committee studied its various aspects. In its present form it will deprive hundreds of small vendors of their livelihood, besides creating scope for corruption. He said moves were afoot to sanction licence for pantry cars in line with the norms laid down in the new policy. In view of strong protests from various quarters Railways have shelved the new policy. Mr. Krishna Kurup said the new catering policy was shelved at the intervention of leaders of major political parties, including prominent Left leaders like Prakash Karat, Sharad Pawar and A.D. Bardhan. The Congress president, Sonia Gandhi, also has supported the caterers' request. He alleged that a Railway official who had been posted as Managing Director of the Indian Railways Catering and Tourism Corporation (IRCTC) was trying to implement the guidelines of the shelved catering policy pertaining to pantry cars to help big businessmen. Under the guidelines, only businessmen in hospitality business doing an annual business for over Rs.5 crores are eligible for licence to run pantry cars. He said that railway canteens and pantry cars had to be seen as part of passenger amenities and not as means to make profits.
