HASSAN: According to the reservation of seats notified by the State Election Commission, of the 40 seats in zilla panchayat, eight have been reserved for Scheduled Castes, including three for women. One seat has been allotted for the Scheduled Tribes and that goes to a woman. Nevertheless more than 33 per cent of seats (15) have been reserved for women in the district.
Reservation
The taluk-wise reservations are: Alur Magge-General (women) and Alur-Scheduled Caste. Arkalgud: Doddamagge-Scheduled Caste, Honnavalli-General (women), Konanur-General, Mallipatna-General and Ramanathapura-General. Arsikere: Kanakatte-Backward Class ("A" women), Banavara-Backward Class, Aggunda-Backward Class ("B" women), Gandsi-Backward Class ("A"), Bageshwara-General (women) and Javagal-General. Belur: Adagur-Scheduled Tribe (women), Arehalli-Backward Class ("A" women), Hebbalu-Backward Class ("A"), Kogilamane-Scheduled Caste (women) and Nagenahalli-General. Channarayapatna: Bagur-General, D. Kalenahalli-General, Dandiganahalli-General, Gowdagere-Backward Class ("A" women), Hirisave-Backward Class ("A"), Nuggehalli-Scheduled Caste (women) and Shravanabelagola-General (women). Hassan: Buvanahalli-General, Dudda-General (women), Kandali-Backward Class ("A"), Kattaya-General, Mosale Hosahalli-General, Salagame-Scheduled Caste and Shantigrama-Backward Class ("A"). Holenarsipura: Halekote-General, Halli Mysore-Backward Class ("B"), Moodalahippe-Backward Class (women) and Niduvani-Scheduled Caste. Sakleshpur: Belagodu-Scheduled Caste, Hanbal-Backward Class ("B") and Yasalur-General (women).
Constitutencies
Based on the 2001 Census, the number of constituencies in the taluk and zilla panchayats has gone up in the district. While the number of constituencies in the taluk panchayat has gone up from 139 to 150, the number of constituencies in the zilla panchayat has gone up from 37 to 40. Kattemallanahalli and Agrahara of Arkalgud, Narasipura of Arsikere, Rajanashiriyur of Belur, Chalya and Bendiganahalli of Channarayapatna, Doddagenigere, Aralahalli and Tattekere of Hassan, Malali of Holenarsipur and Sullakke of Sakleshpur are the new taluk panchayat constituencies. Gowdigere of Channarayapatna taluk, Mosale Hosahalli of Hassan taluk and Arehalli of Belur taluk have been upgraded as independent zilla panchayat constituencies. Many outgoing members of the zilla panchayat, including those who held the posts of president and vice-presidents, have become ineligible as their home constituencies have been reserved for other categories. The former President, G.S. Gurusiddappa, cannot represent Harnahalli constituency he represented earlier as it is now reserved for Scheduled Caste (women). Similar is the fate of another former President, B.R. Vasudev, who represented Dudda constituency on two occasions under general category as it is reserved for General-women this time. G.T. Indira who governed the zilla panchayat for 30 months is now in a fix as Nagenahalli constituency, which she represented earlier under Scheduled Caste-women, has been reserved for General category this time. The situation is no different for Shashikala Manjunath incumbent-president who represented Dandiganahalli reserved for General-women previously. It has now been reserved for General. The former vice-president, T.D. Khande Rao, who represented Magge constituency, which was reserved for Backward Class ("A") category previously, is also unlucky, as it is now reserved for General women. He cannot contest even in Alur as it is reserved for Scheduled Caste category. He has lost his base in Alur taluk. The situation is no different for former vice-president, H.S. Vijaya Kumar, as he cannot contest from Hirisave as it has been reserved for Backward Class ("A"). Earlier, it was reserved for General category. Srinivas incumbent vice-president is also unlucky in similar fashion as Belagodu constituency, which was reserved for Backward Class (A) category, has now been reserved for Scheduled Caste. The Janata Dal (Secular) leader, Patel Shivaram, is in a fix too as he cannot contest from Shantigrama constituency as it is not reserved for Backward Class (A) category. Another Janata Dal (S) leader, Shivalinge Gowda, who contested from Gandsi Assembly Constituency and lost by 16 votes to the Minister for Information, B. Shivaram, cannot contest from Bageshpur constituency this time, as it is now reserved for General-women. The fate of second line leaders in the Congress, including D.C. Sannaswami, Malla Nayak, Thammanna and Krishna Prasad is no different.
